The College Opportunity and Affordability Act (HR 4137) would establish federal grants for colleges and universities that are designated as Asian American and Pacific Islander Serving Institutions, the newspaper said, quoting a news release from the Congressional Asian Pacific American Caucus.

Among the services that are provided by the legislation are developing curriculum and academic instruction; enhancing tutoring, counseling, and other student services programs; and establishing community outreach programs that will encourage elementary and secondary school students to develop the academic skills and the interest to pursue higher education.

The measure now goes to the U.S. Senate for consideration.
